EAN-8 numbers are allocated by GS1 and are not freely invented. This tool encodes a number you supply; it does not issue or register it.
What is EAN-8?
An EAN-8 carries eight digits and is only 67 modules wide, roughly two thirds of an EAN-13. There is no separate company prefix and item reference to split: the whole short number is allocated as a unit.
Because there are far fewer EAN-8 numbers available, they are handed out sparingly and you normally apply for one rather than deriving it from your own prefix.
When to use EAN-8
Packaging where an EAN-13 would have to be shrunk below the readable minimum.
Small cosmetics, confectionery, stationery and similar items.
Not as a space-saving trick for ordinary products; if an EAN-13 fits, use it.

Can I convert my EAN-13 into an EAN-8?
No. An EAN-8 is not a shortened EAN-13. It is a separate number issued by GS1, so you request it rather than trimming digits from an existing code.
How wide is an EAN-8?
At nominal size about 26.7 mm wide versus 37.3 mm for an EAN-13. Scaling below the allowed range makes it unreliable at checkouts.
How is the final digit worked out?
The seven digits are weighted 3 and 1 alternately starting with 3 on the first digit, then the check digit brings the total to a multiple of 10. The generator does this when you enter seven digits.
